BMO, the bank that offers the excellent Prepaid Travel Mosaik Mastercard, and the US$ Mastercard that I use, but has branch hours that are for pensioners, has rolled out coin counters in 27 locations across Canada.
Although the BMO rollout is very GTA centric, it looks like they did a better job than TD of rolling it out across Canada, not just the centre of Canada :)
I think the Mint should subsidize these kinds of no-fee machines. They spend so much money on minting coins that are stuck in people's basements.
Similar to the coin counting machines at TD, you don't need a BMO account to use them, nor is there any fee. They're using it as a draw to get people into their branches, and I think it's a great way of doing so.
You should read my TD article about their coin counters, as it has tips that are still relevant for BMO machines (eg: they'll probably count American coins as Canadians, and it's a good idea to call the branch ahead of time to make sure their coin counter is operable before you truck over 20kg of coins). I've helpfully included their phone numbers. I don't usually include hours in these types of articles, because they can change. You could safely assume they're open until 4PM on weekdays, if you need to go later or on a weekend, give the branch a call.

BMO changed the non- fee
BMO changed the non- fee service to fee for non BMO customers (8%). Took my loose change in and lost almost $30 because of that charge. My bank (CIBC) doesn't have coin counters. I should have rolled them out myself.

You may want to check if the bank will give you any compensation for US coin, Banks do not deal in US coin exchange and the coin is taken as face value.
Regardless if you are at the RBC. You will not be getting any deal at the Bank of Montreal. Sorry

I went to the Brentwood village mall BMO in Calgary and was told in no uncertain terms only customers can use the coin counter, because they don't like non-customers using it.

I just found out that bmo
I just found out that bmo offers a coin sorter for free! Who knew. I first saw such a machine I Maui and thought that it was a great idea. Upon my return to Edmonton I spotted a sorter at the Superstore. They charge 12% for the same service. I am about to take my coins to BMO for exchange and while there I will change it in for american. I don't pay a fee and they will reap the rewards of the exchange on my money. A win win! P.S I am currently a Royal bank custome.
