Well, someone asked a question about references here. Soooo, I decided to do a search on Google, and up came one of my sites instead of Passport Canada, haha. It's funny because I barely touch on the subject, but this will be a specific post.
Who Can Be My Reference on the Passport Application?
- Anyone that has personally known you for 2 years, is not your relative and speaks English or French
Who CAN'T Be My Passport Application References?
- Your Guarantor cannot be your reference
- If your reference is outside of Canada, they still must speak English or French
Who Should be my Canadian Passport Reference?
- People With Cell Phones, since they can be easily contacted
- People who know you well and could, in theory, fill out your application for you (ie: they know where you live, where you work, around when you were born, etc)
Who SHOULDN'T Be My Passport Application Reference?
- People that might be unavailable should Passport Canada try to verify things
- People that Passport Canada might have some reason to not trust (I'll leave that with you)

Questions for References
I have no idea myself. They usually don't call, but I'd imagine that if they did, it is mostly to verify the information on the application.

Just to add, family can't be references but *can* be guarantors (provided they have a valid passport that will not expire within a year)
